GCVSDPA Newsletter Autumn 2009 now available
The GCVSDPA today publishes its Autumn 2009 newsletter as part of the commitment given in its recently published Participation Statement for the Glasgow and the Clyde Valley Strategic Development Plan.
This is the third of four newsletters to be published during 2009.
The Autumn 2009 newsletter outlines the ongoing work of the GCVSDPA for its first Strategic Development Plan, in particular trying to gain an understanding of the implications of the current recession on the future economic direction for the Glasgow and the Clyde Valley area.

GCVSDPA Newsletter Summer 2009
The GCVSDPA today publishes its Summer 2009 newsletter as part of the commitment given in its recently published Participation Statement for the Glasgow and the Clyde Valley Strategic Development Plan.

Strategic Development Plans in Scotland publication
The four Scottish Strategic Development Plan Authorities have recently jointly published, with assistance from the Scottish Government, a leaflet aim at raising awareness of the new planning system in Scotland and in particular the role of Strategic Development Plans.

Industry and Business Issues Report 2009
The Industry and Business Issues Report 2009 invites views on the main issues which could have implications for the future of industry and business land in the Glasgow and Clyde Valley area.
Your response will assist the Strategic Development Planning Authority in deciding whether policy changes are necessary.
It is important to stress that the GCVSDPA seeks only to collate the views on the issues raised at this stage and that discussion of any particular issue does not infer any commitment to any change in current strategic Industry and Business Policy.

Housing Choice Survey Prize Winners
The GCVSDPA is delighted to announce that the two winners of the Housing Choice Survey Prize Draw have been selected. The winners are from Glasgow and Dumbarton. The prize draw took place today, on 12 June 2009, and the winners will be notified by post.

Vacant and Derelict Land Monitoring Report 2008
The GCVSDPA today publishes the Vacant and Derelict Land Monitoring Report 2008 for the Glasgow and Clyde Valley area and provides a statistical base and policy context for the monitoring of changes in the scale and nature of vacant and derelict land.
The Vacant and Derelict Land Survey is undertaken annually (base date 31 March) and relates to the Scottish Vacant and Derelict Land Survey which is co-ordinated by the Scottish Government’s Communities Analytical Services Department.
The Vacant and Derelict Land Survey requires each local authority to monitor a range of issues in terms of vacant and derelict land including, take-up of land, fall out of land to a vacant or derelict state, site characteristics such as area, previous use, preferred use, ownership and length of time vacant or derelict.

Glasgow and the Clyde Valley Strategic Development Plan
Development Plan Scheme and Participation Statement
The Glasgow and the Valley Strategic Development Planning Authority (GCVSDPA) today publishes its first Development Plan Scheme (DPS) and Participation Statement for the Glasgow and the Clyde Valley Strategic Development Plan.
The purpose of the DPS, which will be reviewed annually, is to set out the Authority’s programme for preparing, reviewing and consulting on its SDP. Copies of the DPS have been submitted to Scottish Ministers and will be placed in local libraries throughout the GCVSDPA area.

Scottish Ministers approve the Fourth Alteration to the Structure Plan
The Scottish Ministers have decided to approve the Glasgow and the Clyde Valley Joint Structure Plan 2000, Fourth Alteration 2008
with a minor non-material modification.
The Scottish Ministers decision is final, subject to the right conferred by Section 238 of the Town and Country Planning (Scotland) Act 1997
of any person aggrieved by the Scottish Ministers’ decision to apply to the Court of Session within a period of six weeks from 20 March 2009.
That right can be exercised by anyone who questions the validity of the Scottish Ministers’ decision on the grounds that that decision is not within the powers conferred by the aforementioned Act or that any requirement of that Act or any Regulations made under that Act has not been complied with in the Approval of the Plan
The Fourth Alteration was prepared to bring the approved Structure Plan into line with Scottish Planning Policy 8: Town Centres and Retailing and is produced as a result of the term Shopping and Leisure Centres in the draft version of SPP 8 changing to Commercial Centres in the finalised version. This terminology is applied to locations distinct from Town Centres.

Scottish Awards for Quality in Planning 2008
The Glasgow and the Clyde Valley Structure Plan Joint Committee was involved during 2006 / 08 in the InterMETREXPlus project -
a partnership of European Metropolitan Regions working with the Tyndall Centre for Climate Change and METREX.
The InterMETREXPlus project was yesterday given an Award in the Development Plans category
of the Scottish Awards for Quality in Planning 2008.

The Judges commented that, “The project identifies the key role the spatial planning system has in reducing greenhouse gas emissions. We recognised the importance of this innovative piece of work in providing a solid foundation for starting to develop and share spatial planning responses with partner organisations in Scotland and in a wider European context to address climate change in advance of any statutory requirements emanating from the Climate Change (Scotland) Bill. The Judges wish GCVSPJC and Partners every success in the future development of the project”.

The Scottish Government's consultation on the Finalised Draft of the Glasgow and the Clyde Valley Joint Structure Plan 2000,
Fourth Alteration 2008 ended on Friday 30 January 2009.
Two representations were received.
The options available to Scottish Ministers are to approve the Fourth Alteration without modifications, approve with modifications
or to hold an Examination in Public.
A final decision on the Fourth Alteration from Scottish Ministers is currently awaited.

River Basin Management Consultation
The development of river basin management planning represents a huge step forward in the way in which we safeguard and improve the quality of our water environment across Scotland and the Borders.
River basin planning is a new process put in place to meet the requirements of the Water Framework Directive (2000/60/EC) and the
Water Environment and Water Services (Scotland) Act 2003 (WEWS).
It requires the involvement of a wide range of organisations in helping ensure the sustainable management of the water environment. Action will be taken to ensure the ecological quality of our rivers, lochs, estuaries, coastal waters and groundwater is improved where it is needed, whilst also avoiding deterioration in existing ecological quality.
Ecological quality takes account of the whole water environment, including its chemical quality, the plants and animals present and its physical nature. The key objective is to achieve good ecological status by 2015 and, if more time is necessary, then by the longer timescales of 2021 or 2027.

SEPA are currently consulting on the draft river basin management plans for the Scotland river basin district and the Solway Tweed river basin district. The consultation closes on 22 June 2009.
However, SEPA would welcome comments earlier as they are looking at the consultation responses on the draft river basin management plan in two stages - the first stage responses to be received by 22 March 2009 and the second stage by 22 June 2009.

Urban Capacity Issues Report 2009 update
The Urban Capacity Issues Report 2009 was published by the Joint Committee on 19 December 2008 and comments were invited by Friday 30 January 2009.
The purpose of this Issues Report was to enable the constituent authorities of the Joint Committee to facilitate further discussion on one of the key aspects of the longer term development potential for all types of land uses within established urban areas in the Glasgow and the Clyde Valley area. It is part of the Joint Committee’s early preparatory steps towards the inaugural Strategic Development Plan in 2011.
There was agreement from all respondents on the timescale of the Urban Capacity Study, along with broad consensus on the level of yield and housing density assumptions. The GCVSDPA Urban Capacity Working Group will be having further discussions on the method of inclusion for confidential sites and how all stakeholders can be engaged in a joint approach to this issue. The Working Group will draft the guidance note for the study and GCVSDPA constituent local authorities will commence the study in Spring 2009.
The Joint Committee would like to thank all participants for their involvement.

recent changes to the planning system in Scotland,
the transition of the Glasgow and the Clyde Valley Structure Plan Joint Committee to
the Glasgow and the Clyde Valley Strategic Development Planning Authority,
Scottish Ministers decision on the Third Alteration to the Joint Structure Plan 2000
and the submission of the Fourth Alteration relating to the designation of Commercial Center Retail Locations.

The Glasgow and the Clyde Valley Structure Plan Joint Committee was involved during 2006 / 08 in the InterMETREXPlus project -

The Glasgow and the Clyde Valley Structure Plan Joint Committee has submitted the Finalised Draft of
the Glasgow and the Clyde Valley Joint Structure Plan 2000, Fourth Alteration 2008 to the Scottish Ministers for their determination.
The Fourth Alteration has been prepared to bring the approved Structure Plan into line with Scottish Planning Policy 8: Town Centres and Retailing and is produced as a result of the term Shopping and Leisure Centres in the draft version of SPP 8 changing to Commercial Centres in the finalised version. This terminology is applied to locations distinct from Town Centres.
Under the terms of the Environmental Assessment (Scotland) Act 2005, the Fourth Alteration has been screened and a determination made by the Joint Committee that the Alteration is not likely to have significant environmental effects. The reasons for this determination are contained in the Fourth Alteration 2008 Strategic Environmental Assessment Determination Statement.
In addition, two other supporting documents have been prepared under the statutory provisions of Scottish Planning legislation and its accompanying advice, namely, a Statement of Publicity and Consultation and Matters kept under review
