Adaptation and Resilience to a Changing Climate

Green Infrastructure Design for Climate Adaptation and Resilience

The Joint Committee has recently agreed to participate as a stakeholder in a proposal submission entitled Green Infrastructure Design for Climate Adaptation and Resilience lead by the Centre for Urban Regional Ecology (CURE) to the Adaptation and Resilience to a Changing Climate (ARCC) programme, funded by the Engineering and Physical Sciences Research Council (ESPRC).

The overall aim of the proposal is to better understand critical interactions between the natural and built environment with a view to informing climate change adaptation via green infrastructure planning and design.

The outline project proposal was submitted on 26 June 2008 and the project partnership hopes to be invited over the summer of 2008 to submit a more detailed funding proposal in September 2008 with a final decision made on project funding through the ARCC programme in early 2009.

Glasgow and the Clyde Valley Strategic Development Planning Authority designated

The Statutory Order by the Scottish Ministers designating the eight local authorities of Glasgow and the Clyde Valley as a Strategic Development Planning Authority (SDPA) came into force on 25 June 2008.

The new Authority will be required to prepare and keep under review a Strategic Development Plan for the eight local authority areas of East Dunbartonshire, East Renfrewshire, Glasgow City, Inverclyde, North Lanarkshire, Renfrewshire, South Lanarkshire and West Dunbartonshire.

The SDPA is one of four in Scotland covering the city regions around the four largest cities - Glasgow, Aberdeen, Dundee and Edinburgh.

The strategic land-use planning role is performed currently by the Glasgow and the Clyde Valley Structure Plan Joint Committee, who will now take on a new role as the Glasgow and the Clyde Valley SDPA.

One of the first tasks of the SDPA will be to propose boundaries for the Glasgow and the Clyde Valley Strategic Development Plan.

This proposed boundary is required to be submitted to Scottish Ministers by 25 September 2008.

Appeal against Scottish Ministers' decision to approve the 2006 Structure Plan

An Appeal has been lodged under Section 238 of the Town and Country Planning (Scotland) Act 1997 against the decision of Scottish Ministers, dated 25 April 2008, to approve the Glasgow and the Clyde Valley Joint Structure Plan 2006 Alteration with modifications.

The Appeal has been lodged by Capital Shopping Centres PLC and relates to the refusal of Scottish Ministers to modify the Structure Plan so as to change the status of Braehead from an Out of Centre Retail Location to a Town Centre or failing that to Commercial Centre as defined by Scottish Planning Policy 8: Town Centres and Retailing.

The Appeal notice has been served upon both the Scottish Ministers and the Glasgow and the Clyde Valley Structure Plan Joint Committee.

A timescale for the Appeal to be heard at the Court of Session has still to be set.

Details will be posted on the website when available.

The 2006 Structure Plan, other than that part which is subject to the Appeal, remains operative as from 29 April 2008.

Waste Management Issues Report 2008 update

The Waste Management Issues Report was published by the Joint Committee on 20 March 2008 and comments on the issues raised were invited by 28 April 2008. The purpose of the Waste Management Issues Report was to enable the constituent authorities of the Joint Committee working with SEPA and the Scottish Government to identify the potential need and location for strategic waste management facilities to form an integrated system to serve the Glasgow and Clyde Valley area.

The Joint Committee distributed copies of the Waste Management Issues Report to a list of 50 stakeholders agreed in consultation with SEPA and the report was also made available for download via the Joint Committee’s website. The Structure Plan Manager received 6 responses (12%) to the consultation from stakeholders.

The responses will be the subject of a paper to the next Joint Committee meeting on 9 June 2008.

Town Centres and Retailing Issues Report 2007 update

The Town Centres and Retailing Issues Report was published by the Joint Committee on 1 October 2007 and comments were invited by 17 December 2007.

The purpose of the Issues Report was to enable the constituent authorities of the Joint Committee to consider the key issues relating to the development of town centres and retailing in the Glasgow and the Clyde Valley area. It is part of the Joint Committee’s early preparatory steps towards the inaugural Strategic Development Plan in 2011.

Following receipt by the Structure Plan Manager of 27 responses from stakeholders and a report to the Joint Committee summarising the responses in March 2008. A series of recommended responses to each issue identified by the Joint Committee in the original Issues Report 2007 is the subject of a paper to the next Joint Committee meeting on 9 June 2008.

Retail Focus Group presentations and note of the meeting

The Joint Committee would like to thank all those who participated in today’s Retail Focus Group.

The wide-ranging discussion and on-going engagement with the retail industry ahead of the publication of first
Strategic Development Plan in 2011 was greatly welcomed.

Scottish Ministers approve the 2006 Structure Plan

The final stages in the Scottish Ministers’ approval process of the Glasgow and the Clyde Valley Structure Plan 2006 have now been reached.

The Scottish Ministers issued their Final Modifications to the Plan as of the 25 April 2008, with the Plan going operational on the 29 April 2008. Following that date, the final element is the Right of Appeal to the Court of Session, under Section 238 of the Town and Country Planning (Scotland) Act 1997, within a period of six weeks from 29 April 2008.

That right can be exercised by anyone who questions the validity of the Scottish Ministers’ decision on the grounds that that decision is not within the powers conferred by the aforementioned Act or that any requirement of that Act or any Regulations made under that Act has not been complied with in the Approval of the Plan.

Development Plan Scheme

Planning your future publication launch

Today the Joint Committee publishes an outline programme of upcoming work in its future role as the
Strategic Development Plan Authority
for the Glasgow and the Clyde Valley area.

The leaflet aims to introduce the Strategic Development Plan process to stakeholders - particularly the public -
and asks for their opinions on the nature of consultation.

Waste Management Issues Report 2008

The Glasgow and the Clyde Valley Structure Plan Joint Committee published the Waste Management Issues Report 2007 in October 2007.

The purpose of the report was to set out the key issues that relate to longer-term strategic waste management planning and their implications for future waste management facilities at a strategic level in light of the new requirement for the Strategic Development Plan (SDP).

The Joint Committee received a number of responses to the Waste Management Issues Report 2007, summarised here.

On 24 January 2008 the Rural Affairs and the Environment Cabinet Secretary Richard Lockhead's statement to the Scottish Parliament outlined the Scottish Government’s plans for a zero waste Scotland, which rejected the option of large-scale energy from waste infrastructure favouring instead revising the targets to increase recycling rates, reducing the use of landfill and retaining the challenging target of stopping growth in municipal waste by 2010.

As a consequence of this parliamentary statement it is considered that it would be beneficial to undertake another targeted round of consultation, posing questions relating to the implications of the new policy context. The Joint Committee has therefore published the Waste Management Issues Report 2008.

FP7 Project C-RED

Carbon Emissions Reduction in Buildings and Built Environment

The Joint Committee has recently agreed to participate in a Seventh Framework Programme (FP7) project submission entitled Carbon Emissions Reduction in Buildings and Built Environment (C-RED) along with lead partners Glasgow City Council and Glasgow Caledonian University.

This support action project will see members of the project team supporting collaborative research and actions, whilst mentoring less developed regions by providing recommendations on policies, plans and actions for reducing carbon emissions in the built environment.

The twin aims of the C-RED project are:

  • Increase regional contributions to the reduction of carbon emissions from buildings and built environment in Glasgow, Bari (Italy), Belgrade (Serbia), Novi Sad (Serbia), Banja Luka (Bosnia and Herzegovina) and Turin / Piedmont (Italy).

  • Maximise the benefits of research infrastructure for regional economic development.

Framework Programmes (FPs) have been the main financial tools through which the European Union supports research and development activities covering almost all scientific disciplines. FPs are proposed by the European Commission and adopted by Council and the European Parliament following a co-decision procedure. The overarching theme of FP7 is sustainable development.

The project proposal was submitted in March 2008 and the C-RED project partnership hopes to receive a decision regarding funding by summer 2008.

The Joint Committee, through the EU INTERREG IIIC InterMETREXPlus project, has already been able to undertake the first ever substantive analysis of greenhouse gas emissions across the metropolitan area and hopes that a successful submission to the EU INTERREG IVC programme for the EUCO2 project will have beneficial synergies with the C-RED project.

GCV Greenhouse Gas Inventory Summary Guide and webpage

Further to the publication on Monday 18 February 2008 of the first greenhouse gas inventory for the Glasgow and the Clyde Valley area, an 8-page summary guide of the inventory has been produced.

This publication has been published to coincide with the launch of a new webpage on the Joint Committee’s website, collating its current work on climate change and also summarising the current policy and research context for land-use planning to address climate change.

Glasgow and the Clyde Valley Greenhouse Gas Inventory

The Glasgow and the Clyde Valley Structure Plan Joint Committee was involved throughout 2007 in the InterMETREXPlus project - a partnership of European Metropolitan Regions working with the Tyndall Centre for Climate Change.

The project utilised the GRIP (Greenhouse Gas Regional Inventory Project) model, developed by Dr Sebastian Carney of the Tyndall Centre, which is one of the first substantive methodologies to address the audit of greenhouse gas emissions at a metropolitan scale.

The Structure Plan Manager received 10 responses (20%) to the consultation from stakeholders.

The responses will be the subject of a paper to the next Joint Committee meeting on 3 March 2008.

The paper will be available to download from late February 2008 from this link.

The Joint Committee distributed 70 copies of the Town Centres and Retailing Issues Report to a list of stakeholders agreed by the Retail Topic Group and the report was also made available for download via the Joint Committee’s website.

The Structure Plan Manager received 27 responses (39%) to the consultation, from stakeholders. The responses will be the subject of a paper to the next Joint Committee meeting on 3 March 2008.

The paper will be available to download from late February 2008 from this link.

The Joint Committee today publishes its Annual Review 2007. The document focuses on the work of the Committee over the last twelve months

Key issues covered include the Scottish Ministers' Draft Modifications to the Third Alteration to the Structure Plan, climate change and forthcoming changes to the planning system in Scotland.
