The Joint Committee draws its membership from its eight constituent local authorities and operates under the auspices of a formal Minute of Agreement, registered under the laws of Scotland.

Regardless of the differences in each authority’s population size all authorities are equally represented by two members. The Convener is elected for a two-yearly term of office.

The Joint Committee meets quarterly, rotating its venue for meetings round the constituent authorities.
